Louisville Metro Government Energy Upgrades

Louisville Metro Government has partnered with CMTA through a master construction and turnkey services contract to address energy needs across a diverse portfolio of public facilities. Through individual task orders, CMTA is helping Louisville Metro modernize aging building systems while providing a flexible approach that prioritizes improvements based on facility needs. Spanning multiple municipal and judicial facilities, the scope includes HVAC modernizations, building controls, lighting upgrades, retro-commissioning, and facility audits.

At the Public Health & Wellness Laboratory, CMTA implemented HVAC improvements that include a new four-pipe variable air volume air-handling unit, chilled and hot water pumps, cooling tower piping modifications, exhaust fan replacements, asbestos abatement, and new flooring in the lab spaces. New direct digital controls were also integrated into the facility’s existing controls platform to provide centralized operation of the upgraded equipment.

Improvements at Metro Hall’s fourth floor included replacing 33 two-pipe fan coil units, adding isolation valves, and installing a new controls system. At the Wellness Center, CMTA replaced existing HVAC equipment with terminal air-source heat pumps backed by natural gas furnaces, along with new condensing units, a DOAS unit and associated controls. CMTA was able to achieve a 60% EUI reduction at the Wellness Center.

Beyond HVAC systems, CMTA's efforts extended to lighting upgrades at the Newburg Radio Campus, MetroSafe Building, 444 Development Center, Old Jail Building, Hall of Justice, and Judicial Center; retro-commissioning at the Judicial Complex; and building audits at the Judicial Complex and Public Health & Wellness headquarters. Together, these task orders have provided Louisville Metro with a coordinated path for addressing building needs across its portfolio while advancing the performance and modernization of critical public facilities.
