CMTA is partnering with the Kentucky Finance and Administration Cabinet to implement an ambitious Energy Savings Performance Contract across 46 state-operated facilities, totaling more than 2.5 million square feet. Located throughout Kentucky, with the majority concentrated in Frankfort, this initiative addresses a diverse range of infrastructure modernization and energy efficiency needs.

To improve building performance and reduce energy consumption, CMTA developed a comprehensive package of improvements tailored to each facility. Key upgrades include LED lighting retrofits, lighting control system improvements at the Jones Building and Kentucky State Office Building (KSOB), and auditorium lighting and control enhancements at KSOB and the Transportation Cabinet Office Building. New building automation systems (BAS) are also being installed at five facilities, with additional BAS improvements across 18 buildings to optimize boiler and chiller plant operation, air handling unit sequences, and ventilation.

The project also includes HVAC improvements at the Public Service Commission, pneumatic valve and hot water pump replacements at the Central Lab and L&N Building, winter free-cooling upgrades at the Kentucky Department for Libraries and Archives, and mechanical insulation and steam trap replacements at several facilities.

Scheduled for completion in 2027, this project is expected to generate more than $559,490 in annual guaranteed savings while helping the Commonwealth modernize critical building systems, improve occupant comfort, and reduce long-term operating costs.
