CMTA Expands Performance Contracting to the West Coast

July 9, 2026

CMTA is expanding its proven performance contracting and infrastructure modernization services to the West Coast and Pacific Northwest, bringing a nationally successful delivery model to help clients address deferred maintenance, aging infrastructure, decarbonization goals, and capital funding challenges.

CMTA will collaborate with fellow Legence companies P2S, SC Engineers, Metrix Engineers, A.O. Reed, and Therma to provide clients with a fully integrated approach spanning planning, engineering, construction, commissioning, and long-term facility optimization." Metrix Engineers, based in Seattle, was recently acquired by Legence and is merging with CMTA, further strengthening high-performance MEP engineering support in the Pacific Northwest. Project delivery is also supported by Legence mechanical contractors A.O. Reed and Therma, which provide full-service HVAC, plumbing, and piping capabilities across California. "The expansion comes at a time when many West Coast institutions are facing significant deferred maintenance backlogs, aging utility infrastructure, increasing energy costs, and aggressive sustainability and decarbonization mandates."

CMTA has helped modernize more than 50 million square feet of facilities, generating over $159 million in energy savings for clients across K-12 education, higher education, and federal government sectors. CMTA’s impact spans diverse regions, with successful projects completed in metro areas like Washington, D.C., throughout the East Coast and Midwest, and across Southern regions including Texas, Florida, and Georgia. By leveraging innovative funding strategies and campus planning expertise, CMTA provides clients with a clear pathway to achieve lasting efficiency and sustainability.

"Infrastructure modernization allows clients to improve asset health, maximize funding opportunities, and meet long-term sustainability goals," said Jeremy Smith, Legence Program & Project Management Service Line Leader. "This expansion allows us to support clients on the West Coast with data-driven performance contracting solutions, bringing our national resources and expertise to address regional market needs.”

CMTA is building its performance contracting presence on the West Coast with team members in San Diego and Irvine, working alongside CMTA, P2S, and SC Engineers teams across the region. The effort is further supported by CMTA Principal Salvador Loc, who brings nearly a decade of experience and has relocated to the West Coast to help connect local teams with CMTA’s national expertise. Together, the group is advancing a coordinated, market-driven approach to infrastructure modernization. “This expansion is about more than geography—it’s about creating meaningful, scalable impact where it’s needed most,” said Loc.

By combining local relationships, national performance contracting expertise, and the resources of the broader Legence platform, CMTA is positioned to help West Coast clients modernize infrastructure, improve resiliency, reduce operating costs, and achieve long-term sustainability objectives.
