The ATS-CMTA Joint Venture (JV) represents a strategic collaboration between two industry leaders, combining complementary capabilities to deliver comprehensive, client-focused solutions across the federal market.
A Total Solution (ATS), a Service-Disabled Veteran-Owned Small Business (SDVOSB), is a multi-trade contractor specializing in construction, electrical, lighting, and energy modernization services for federal facilities. Through its "under one roof" approach, ATS manages all project phases—integrating four core in-house divisions: General Contracting, Electrical, Energy Solutions, and Lighting—to drive efficiency and value for its clients.
CMTA complements this expertise with its proven track record of energy-efficient engineering and full MEP systems design, bringing over 50M square feet of performance contracting experience to the partnership. Together, the ATS-CMTA team delivers a seamless “total solutions” approach, supporting design-build delivery, energy modernization, and infrastructure upgrades. This collaboration builds on extensive experience in HVAC upgrades, plumbing and electrical infrastructure, lighting retrofits, and advanced building automation systems across a wide range of federal facilities.
“This joint venture strengthens our ability to deliver streamlined, high-performance solutions for federal clients,” said Brandon Melton, Chief Executive Officer of ATS. “By aligning construction, engineering, and energy capabilities, we are well positioned to support federal facilities’ infrastructure needs.”
Echoing this sentiment, CMTA Director of Federal ESPC Tom Nicolas added, "This partnership brings together complementary expertise to support more efficient, coordinated project delivery. It allows us to provide clients with a seamless approach from planning and design through implementation.”
This joint venture establishes a comprehensive, scalable service framework designed to simplify project execution and address the unique demands of federal environments. By combining ATS’s extensive federal construction experience and CMTA’s innovative engineering solutions, the team delivers offerings such as Energy Savings Performance Contracting (ESPC) and advanced high-performance energy systems to help clients achieve modernization and energy efficiency goals effectively.
At its core, the ATS-CMTA JV prioritizes safety, quality, and operational continuity by maintaining a client-first, collaborative approach. Together, ATS and CMTA offer a scalable team structure capable of supporting infrastructure improvements ranging from facility upgrades to complex energy and MEP modernization projects.
