Performance Contracting

Ohio County Schools

Ohio County Public SchoolsWheeling, West Virginia

This performance contracting project includes 13 facilities for the Ohio County School District in Wheeling, West Virginia. For this project, CMTA provided energy upgrades for almost 1,000,000 square feet of building space, guaranteeing energy savings for these schools over the next 15 years.

Two schools for which CMTA performed full geothermal HVAC renovations, Elm Grove Elementary School and Middle Creek Elementary School, experienced energy reductions of 59% and 74% respectively. Elm Grove ES and Middle Creek ES also scored the highest ENERGY STAR rating of any building in the state of West Virginia, a perfect 100. These schools are in the 100th percentile in the country for energy efficiency, as measured by actual utility bills. There are only six other schools in the state of West Virginia to achieve this score.

For Wheeling Park High School, CMTA installed a new 400-ton magnetic-bearing chiller plant and a 9 million BTU boiler plant and performed HVAC equipment and controls upgrades. This school experienced a 34% energy reduction, going from a previous EUI of 77.9 to 51.9.

Other upgrades included:

  • 10,000 LED lighting retrofits across the district
  • 700 low-flow plumbing fixtures installed district-wide
  • HVAC controls upgrades and retro-commissioning for 5 facilities
  • Electric rate changes to further reduce utility costs

Ohio County Schools Energy Use

What does this data mean?
Baseline: The annual energy consumption before the project
Guaranteed: CMTA's guaranteed energy use for the client post-project
Actual: The measured energy use after the project

Everything they said they were going to do, CMTA has done and I couldn’t be more proud to work with this company. They do what they say they are going to, they follow through… and 3 years later we have great results.
